Serbia Pet Market Intelligence Report & Market Mining Guide

By Guobing Zhu August 28, 2026 5 min read

Executive Summary

Serbia is the standout export success story of the six markets and one of Europe’s fastest-rising pet-food producers — yet its domestic retail and ownership base remains comparatively young. FEDIAF Facts & Figures 2026 records 1,153,000 pets excluding aquaria (1,129,000 including fish), with cats at 558,000 slightly ahead of dogs at 513,000, plus a substantial aquaria tradition (48,000). Household penetration is 24% for dogs and 25% for cats — the lowest of the six countries — signalling large untapped demand. Although the domestic market is modest (estimated ~€65 million, 2021), Serbia’s pet-food export sector is remarkable: dog and cat food exports reached €179 million in 2024 (up from €7m in 2011), with production surging from 255 tonnes (2010) to 97,545 tonnes (2024). There are 26 producers, 22 with EU-export approval. Retail is led by Pet Centar (Pet Network International), while the manufacturing ecosystem — Premil, Farmina Pet Foods, Agrosava, Danube Petfoods, Gebi (Frendy/Wendy), PatentCo — is increasingly export-oriented. Serbia is non-EU, which creates import barriers but also a cost-competitive production base. Value sensitivity is pronounced, but premiumization and innovation (King’s Choice dog juices, Petsie toothbrush, WellPet.ai smart collar) are emerging.

Market Overview & Structure

Serbia illustrates a classic transition economy pet market: low household penetration (24%/25%) but explosive supply-side growth. Cats (558,000) marginally lead dogs (513,000), and the aquaria segment (48,000) is sizable for a market this size. The domestic retail market is estimated around €65m (2021 regional figure), small in absolute terms but growing 12–16% annually. Because Serbia is outside the EU, veterinary products face import certificates and customs tariffs, which historically constrained the specialist channel versus EU neighbours.

Retail is led by Pet Centar, the Serbian banner of Zagreb-based Pet Network International (PNI). Pet Centar entered Serbia in 2008 and, by 2024, had opened its 34th store in the country, making it the leading specialist pet chain in Serbia; stores include veterinary pharmacies and sell live animals with certification. PNI operates 200+ stores across Croatia, Slovenia, Serbia, Romania and Bulgaria. Beyond Pet Centar, Serbia has a long tail of independent pet shops, veterinary clinics and emerging local e-commerce; zooplus does not currently operate a dedicated Serbian shop, so cross-border and marketplace purchasing fills the gap.

The manufacturing and export story is the headline. According to Serbia’s statistical office, pet-food exports hit €179m in 2024 (dog/cat food ranked 6th among the country’s agricultural exports), up ~70% versus apple exports. Production rose nearly 390x since 2010. Key producers: Premil (partnered with Dutch Vobra; one of the largest domestic firms), Farmina Pet Foods (Serbian plant; among Europe’s 42 largest exporters by export results), Agrosava Pet Food, Danube Petfoods, and feed groups Gebi (Frendy dog food, Wendy cat food) and PatentCo, which have added pet-food lines. Innovation is vibrant — King’s Choice (world’s first dog juices), Petsie (dog toothbrush), WellPet.ai (AI “dog-translator” collar) and Smartsy (smart dog house) show Serbian pet-tech ambition. Multinationals Mars, Nestlé, Hill’s and VAFO (Brit) serve the market mainly via imports.

Serbia’s channel structure is shaped by its non-EU status: veterinary products face certification and customs friction, which keeps the specialist and veterinary channels comparatively thin versus EU peers, while grocery and independent pet shops absorb most volume. Pet Centar is the anchor of modern specialist retail, but the long tail of family-run shops remains significant. E-commerce is nascent — there is no dedicated zooplus.rs shop, so Serbian buyers rely on local online stores and cross-border marketplaces. By category, economy and standard dry food dominate volume, yet exports are increasingly premium and private-label oriented, with domestic producers supplying Western-European retailers. The “entry-level natural” segment (grain-free at accessible prices) is the regional sweet spot identified by distributors, and it is where Serbian brands can most credibly compete both at home and abroad as the market matures.

Market Mining Guide — Opportunities for GlobalPetIndex & Pet Businesses

1. Lead with the export narrative. Serbia’s pet-food export sector (€179m in 2024) is a global story few portals tell well. GPI should build a “Serbian Pet Food Exporters” hub (Premil, Farmina, Agrosava, Danube, Gebi) to capture B2B sourcing and distributor queries.

2. Low-penetration domestic upside. At 24%/25% household penetration, the local market is early-stage. Serbian-language care content and a pet-shop/vet directory capture first-mover GEO advantage before competition intensifies.

3. Pet-tech & innovation showcase. King’s Choice, Petsie, WellPet.ai and Smartsy are genuinely original. Featuring Serbian pet innovation attracts international media and distributor interest.

4. Value-tier realism. CEE price sensitivity is acute in Serbia (non-EU, lower incomes). Position “best-value” and economy-plus ranges; super-premium is a niche for now.

5. Non-EU sourcing advantage. Serbia’s cost-competitive, EU-approved production base (22 plants export-approved) makes it attractive for private-label and contract manufacturing — GPI can broker supplier visibility.

First moves: publish a “Serbian Pet Food Manufacturers & Exporters” directory, a Belgrade/Novi Sad pet-shop listing, and an innovation showcase. Label all market-size and export figures as cited estimates.
