Executive Summary

Belgium is small in population but structurally one of the most important pet-industry countries in Europe. FEDIAF Facts & Figures 2026 records 2.085 million dogs, 3.128 million cats, 254,000 aquaria and 52,000 terraria, with 5.734 million pets excluding aquaria. Household penetration is high — 28% dog and 33% cat — and the Belgian Petfood Association (BEPEFA) reports that 61% of Belgian households now keep one or more pets. Per-capita pet-food spending of about USD 210 (2024) exceeds the EU average. What makes Belgium disproportionately significant is supply, not demand: it is home to United Petfood, Europe’s largest pet-food company by 2024 revenue (USD 1.5 billion), plus Versele-Laga (USD 302m), Group Depre (USD 250m), the fast-growing brand Edgard & Cooper, and the accessory distributors Flamingo and Laroy Group. Exports exceed 80% of output for some Belgian manufacturers, routed through the Port of Antwerp-Bruges. For GlobalPetIndex, Belgium is the single best European entry point for private-label sourcing, bird and small-animal nutrition, and Benelux distribution.

*The gap between the four-row sum and FEDIAF’s “total excluding aquaria” is narrower in Belgium than in most markets, reflecting a comparatively smaller small-mammal and ornamental-bird population count in the national dataset. Aquaria and terraria are reported as units/households, not individual animals. Note also that commercial research houses put Belgian dog-owning households nearer 21% (estimated), against FEDIAF’s 28% — FEDIAF is the authoritative series used here.

Market Overview & Structure

A high-penetration, high-spend consumer market. With 33% of households owning a cat and 28% a dog, and BEPEFA’s 2026 survey putting overall pet-owning households at 61%, Belgium is one of the more pet-dense countries in Western Europe. Per-capita pet-food spending of roughly USD 210 (2024) sits above the EU average and reflects advanced humanization. Independent forecasts value the Belgian dog-food market at about USD 542 million in 2025, rising toward USD 632 million by 2032 (estimated), while national market value has set record highs for three consecutive years on the back of higher unit prices and premium mix rather than volume growth — the standard European pattern FEDIAF reports (volume +1%, value +4%).

Belgium’s real weight is in manufacturing and export. United Petfood, headquartered in Ghent, is the largest pet-food company in Europe by 2024 revenue at USD 1.5 billion, and the continent’s leading private-label producer. Its growth has been explicitly acquisitive — Animal Lovers (Netherlands), Effeffe Petfood (Italy, 2020), Teeling Petfood (Netherlands, 2021) — building a multi-country footprint that lets retailers source own-brand ranges across formats and markets from a single partner. Capacity has been expanded further with roughly USD 25 million of investment (estimated). Versele-Laga in Deinze, at USD 302 million, exports the majority of its output to more than 80 countries and is one of the world’s strongest names in bird, pigeon and small-animal nutrition as well as dog and cat. Group Depre (USD 250 million) adds family-owned capability across livestock and companion-animal nutrition. Belgian export prices averaged about USD 1,050 per tonne in 2023, with premium formulations reaching roughly USD 2,100 per tonne, and the United Kingdom remains a key export destination.

Logistics is a competitive advantage. The Port of Antwerp-Bruges gives Belgian manufacturers efficient access to non-EU raw materials — Brazilian, Thai and US inputs face 4–7% duties depending on classification — and makes the country a natural re-export hub into the EU and beyond. Combined with intra-EU duty-free movement and a post-Brexit regulatory framework for UK trade, Belgium functions as the logistics pivot of the Benelux pet economy.

An unusually well-organised trade body. BEPEFA, formed in 1972, has 14 members representing more than 85% of the Belgian pet-food market: four manufacture in Belgium and nine import and sell domestically. Its membership list is effectively a verified who’s-who of the market — Absolute Petfood (Mechelen), Affinity Petcare (Brussels), Edgard & Cooper (Harelbeke), Fides Petfood (Ostend), Freshfrozen for Pets (Mouscron), Flamingo Pet Products (Geel), Hill’s Pet Products (Brussels), Just Russel (Sint-Martens-Latem), Mars Belgium (Sint-Stevens-Woluwe), Nestlé-Purina PetCare (Brussels), Royal Canin Benelux (Sint-Stevens-Woluwe), United Petfood (Ghent), Versele-Laga (Deinze) and WellPet (Diegem). For a B2B directory, this is an exceptionally clean, authoritative starting dataset.

Channels. Tom&Co is the leading Belgian pet-specialty chain, operating a mixed franchised and corporate network that passed 130 stores in Belgium and has expanded into France. Maxi Zoo Belgium (Fressnapf) is the major international specialty competitor. Aveve, the retail brand of Arvesta, runs around 250 garden-and-animal specialty stores across Belgium and the Netherlands and has invested in both store refits and its own pet-food production plants — a vertically integrated model that is rare in Europe. Pets Place operates in Belgium alongside its Dutch estate. Poils et Plumes is a Belgian franchise chain concentrated in Wallonia. Grocery is led by Colruyt Group (Colruyt Lowest Prices, OKay, Spar, and the organic banner Bio-Planet), Delhaize (Ahold Delhaize) and Carrefour Belgium, all of which have expanded private-label pet ranges priced materially below national brands. On the wholesale side, Laroy Group (Laroy Duvo, including Witte Molen and ebi) and Vadigran are the key distributors serving pet shops, garden centres and DIY stores.

Trade fair. Anido in Kortrijk is the Benelux pet-supplies trade fair, historically drawing around 130 exhibitors showing some 500 brands and close to 5,000 visitors from 17 countries — the region’s principal meeting point for buyers and distributors.

Regulation. EU feed law applies (Regulations (EC) No 767/2009 and 183/2005), with FEDIAF guidelines as the technical reference and enforcement by the Federal Agency for the Safety of the Food Chain (FAVV/AFSCA). Belgium also operates in three language regimes — Dutch, French and German — which imposes real labelling and marketing costs, and the FAVV has shown willingness to issue product safety warnings (for example on chew bones linked to neurological disorders in dogs in January 2025). Private label represents a large and growing share of volume, and retailer own brands typically price well below branded equivalents, intensifying mid-market competition.

European context. Belgium sits within a European market of roughly 278 million pets excluding aquaria (306 million including fish), 140 million pet-owning households (49%), ~91 million dogs and ~111 million cats, served by 350+ production plants and 400+ pet-food companies. FEDIAF 2026 excludes Russia. Belgium’s outsized role is best understood as manufacturing Europe’s private label and supplying the world’s bird and small-animal nutrition.

Market Mining Guide — Opportunities for GlobalPetIndex & Pet Businesses

1. Belgium is the private-label capital of Europe — build the directory around that. United Petfood at USD 1.5 billion is not simply the largest Belgian company; it is the largest pet-food company in Europe, and its business is making other people’s brands. Any retailer, importer or emerging brand that needs European own-label or contract manufacturing should start here. The high-value data GPI can own is comparative: which Belgian and Belgian-owned plants offer which formats (dry extruded, cold-pressed, retort wet, pouch, tray, frozen/raw, treats), with which certifications, at what MOQ, serving which export markets. That comparison currently requires a dozen phone calls; making it searchable is a genuine platform advantage.

2. Use BEPEFA’s membership list as a verified data spine. Fourteen named companies representing 85%+ of the national pet-food market, with cities, is an unusually reliable seed dataset — Absolute Petfood, Affinity, Edgard & Cooper, Fides, Freshfrozen for Pets, Flamingo, Hill’s, Just Russel, Mars, Nestlé-Purina, Royal Canin Benelux, United Petfood, Versele-Laga, WellPet. Combine it with Laroy Group and Vadigran on the distribution side and Belgium can be mapped to near-completeness faster than any other European market. Completeness is itself a marketing asset for a directory.

3. Own bird, pigeon and small-animal nutrition. Versele-Laga’s global position in these categories is a Belgian speciality with no equivalent concentration elsewhere in Europe, and Witte Molen and Vadigran add depth. Bird and small-mammal nutrition is chronically under-indexed in online B2B resources despite substantial European volumes — FEDIAF’s “total excluding aquaria” figures across Europe are inflated precisely by these species. A Belgium-anchored GEO content cluster on bird, pigeon and small-animal feed manufacturers is high-intent and effectively uncontested.

4. Fresh, frozen and raw is a live Belgian segment. Freshfrozen for Pets is a BEPEFA member, not a fringe operator, and frozen pet food has been among the fastest-growing categories in neighbouring Dutch retail. Cold-chain manufacturing and distribution capability is scarce, capital-intensive and therefore defensible. Suppliers with validated cold-chain credentials should be flagged as a distinct GPI capability, and the Belgium–Netherlands corridor is the natural place to build that supplier set.

5. Sell the export platform, not just the domestic market. With exports exceeding 80% of output for some Belgian manufacturers, average export prices around USD 1,050 per tonne (and roughly USD 2,100 for premium), the UK as a key destination, and the Port of Antwerp-Bruges handling non-EU raw-material inflows at 4–7% duty, Belgium is where a brand goes to manufacture for multiple markets at once. GPI content aimed at non-EU brands entering Europe should lead with Belgium’s logistics and duty position rather than its 5.7 million pets.

6. Language and regional strategy is not optional. Belgium requires Dutch and French labelling and marketing (German in the east), and Flanders and Wallonia behave as distinct commercial regions — Tom&Co and Aveve are strong nationally, Poils et Plumes is a Walloon franchise route, and buying behaviour and price sensitivity differ. Any GPI supplier or retailer profile should capture language capability and regional coverage as explicit fields; this is a common and expensive failure point for market entrants.

7. First moves and cultural notes. Anido in Kortrijk is the efficient way to meet Benelux buyers and distributors in one place — roughly 130 exhibitors, 500 brands, and visitors from 17 countries. Plan Benelux as one commercial region: United Petfood, Pets Place, Aveve, Edgard & Cooper and Laroy all operate across the Dutch–Belgian border. Expect FAVV/AFSCA to act on product safety issues publicly, so documented safety testing (particularly for chews, treats and raw products) is a listing prerequisite rather than a nice-to-have. Finally, note that grocery private label prices well below national brands and is gaining share — mid-tier branded entry into Belgian grocery is the least attractive strategy available; specialty, vet, D2C or contract manufacturing are all stronger routes.
