The European Commission has formally released amendment (EU) 2026/1389, extending mandatory Extended Producer Responsibility (EPR) to a broad range of pet product categories including Smart Pet Devices, Pet Grooming and Travel products, and Pet Furniture and Enrichment products. The compliance deadline is August 1, 2026 — meaning manufacturers and importers must complete EPR registration and pay recycling fees before that date or risk having products held at customs.

Under the new rules, producers placing covered pet products on the EU market must register with the relevant national EPR scheme in each member state, pay eco-contributions to designated Producer Responsibility Organisations, and report sales volumes periodically. The amendment ties compliance directly to customs clearance, transforming EPR from a back-office filing requirement into a front-line supply chain risk.

The affected product categories represent some of the fastest-growing segments in pet retail: smart feeders, cameras, and GPS trackers; grooming tools and travel carriers; and beds, scratchers, puzzles, and habitats. Many of these products are manufactured in China and sold into the EU via Amazon, marketplaces, or direct import — channels where EPR registration rates have historically been low.

Market Implications

The pet product EPR extension coincides with the broader EU Packaging and Packaging Waste Regulation (PPWR, Regulation EU 2025/40), which takes effect on August 12, 2026, adding packaging EPR obligations on top of product-specific requirements. Together, these regulations significantly increase the compliance burden and landed cost for non-EU pet product exporters, potentially accelerating a shift toward EU-local fulfillment and manufacturing.
